Tweak recent flymake change
* lisp/progmodes/flymake.el (flymake-report-fatal-status): Avoid double message when flymake-log-level >= 0. * doc/misc/flymake.texi (Customizable variables): No longer mention flymake-gui-warnings-enabled.
