Allow empty argument to `regexp-opt-charset'
* test/lisp/emacs-lisp/regexp-opt-tests.el (regexp-opt-charset): Handle nil argument, and use regexp-quote for singletons. * lisp/emacs-lisp/regexp-opt.el (regexp-opt-charset): Expand tests.
