Fixups after merge from emacs-25
* etc/NEWS: Remove stray entry. * etc/NEWS.25: Copy from Emacs emacs-25 etc/NEWS. * lisp/textmodes/rst.el (rst-package-emacs-version-alist): Make it nondecreasing.
