exceptions: Expose ErrorDomain, ErrorLoadReason
Plugin tests are already accessing this API, but using imports from
private modules. For motivation for this to be exposed publicly, note
that ErrorDomain is an argument for most things in runcli.py, and
LoadErrorReason may be another.
