main.py: Fixed to override context before instantiating scheduler
This fixes a regression where specifying --fetchers or --builders
on the command line was being ignored by the scheduler (since
the recent scheduler refactor)
The context must have the task limits set completely (including
the command line overrides) before instantiating the scheduler,
because the scheduler will create it's internal task tokens based
on this.
