Update License to GPLv3+ including new Autoconf Exception.
* NEWS, README: Update licensing information.
* COPYING.EXCEPTION: New file.
* Makefile.am (EXTRA_DIST): Distribute it.
* cfg.mk (autom4te-update): Remove copyright change warning.
