Add po directory
* Makefile.am: Add po directory
* configure.in: Add support for I18N
* acconfig.h atk/atkintl.h: New files used to support I18N
* atk/atkobject.c: Update atk_role_get_localized_name() to
allow for localized name to be returned.
* docs/Makefile.am: Add atkintl.h to IGNORE_HFILES
* po/Makfile.in.in, po/POTFILES.in, po/po2tbl.sed.in po/.cvsignore
