Add `morph certify` plugin to check for build reproducibility.tlsa/certify-reproducibility
Currently does three checks:
1. Checks that all chunks in given system(s) have sha1 refs.
2. Checks that all sha1 refs are anchored.
Unanchored refs can be removed on `git gc`.
3. Checks that all chunk repos are on the trove-host.
