Having chinese fonts installed is the final touch to having asian
input methods working completely out of the box on a GNOME system.

The fontconfig package is responsible for maintaining its cache.
We add a single system integration hook here so that any other
packages which may install fonts in /usr/share/fonts will have them
automatically picked up by fontconfig and properly considered in
the fontconfig cache.

Technically this is not needed for core OS packages with a / prefix,
and not needed for anything which does not install to/read from the
sysconfdir... however it's all around safer to just specify it everywhere.
