core: Update SQLite and GNU File to fix build on pp64lsam/buildstream-bootstrap
We build these projects from tarballs, and the tarballs that we
were using both had outdated versions of the `config.guess`
script (part of Autoconf). Building on ppc64l requires a version
of config.guess that is new enough to know about the ppc64 little
endian architure.
