Problem:    Displayed digraph for "ga" wrong with 'encoding' "cp1251".
Solution:   Convert from 'encoding' to "utf-8" if needed. (closes #3015)

Problem:    Mac features are confusing.
Solution:   Make feature names more consistent, add "osxdarwin". Rename

Problem:    FEAT_WINDOWS adds a lot of #ifdefs while it is nearly always
            enabled and only adds 7% to the binary size of the tiny build.
Solution:   Graduate FEAT_WINDOWS.

Problem:    Some unicode digraphs are hard to remember.
Solution:   Add alternatives with a backtick. (Chris Harding, closes #1861)

Problem:    No digraph for HORIZONTAL ELLIPSIS.
Solution:   Use ",.". (Hans Ginzel, closes #1226)

Problem:    Modelines in source code are inconsistant.
Solution:   Use the same line in most files.  Add 'noet'.  (Naruhiko Nishino)

Problem:    Various tiny issues.
Solution:   Update comments, white space, etc.

Problem:    ":colorscheme" does not use 'packpath'.
Solution:   Also use in "start" and "opt" directories in 'packpath'.
