Add chef-utils gem with various recipe DSL helpers

This is the implementation of [RFC-087](https://github.com/chef-boneyard/chef-rfc/blob/master/rfc087-distro-sugar-helpers.md)
although some of the specifics have been iterated on and changed.

The documentation will be in the [README.md](https://github.com/chef/chef/tree/master/chef-utils/README.md) once this is merged.

While this PR mostly moves chef-sugar utilities into core-chef via this chef-utils gem, the scope of the chef-utils gem
should be considered larger than just that. As an example this PR moves the Mash class into this gem for reuse in ohai
as well.

Target mode for systemd service helper

Makes it so that local cookbook can bounce a remote service over
train/ssh/whatever.  Works at least for ubuntu.

Introduces a fairly rudimentary TrainHelpers class, using some
inspiration from ohbye.

every gem in the gemset in order to find the file.

Prefer Systemd with sysvinit script over Upstart for service provider

On newer Debian based systems that use systemd to have a package install a SysV init and Upstart script.  Systemd can use systemd service files or SysV init scripts.  However, on the Chef serivce provider side, this is not reflected.  So in this case, Upstart will be prefered even if Upstart itself is not installed on the system.
