Ask zest.releaser not to upload wheels

Because the wheel you get is not accepted by PyPI, so this makes the
entire upload step fail.

Our wheels are not universal. Set this explicitly in setup.cfg so that zest.releaser doesn't try to create and upload one.

We exclude interfaces declared with the 'class' statement, because their
methods typically have only a doctstring in the suite, which confuses
the branch coverage machinery.

Note why we can't enable branch coverage yet.
