Bump the version that raises DeprecationWarning

Since anything that is listed as 1.2 should technically be removed in
1.3 (and it raises anyway), bump the version that raises to 1.3, and add
todo's to remove them in 1.4.

* warn_deprecation raises exceptions for 1.2 deprecations (first_match, weak_match, resp.body_file = 'x')
