constants.rb: generate type code constants for AMQP types. Useful with Array.

framing/Array:
 - added some std:::vector like functions & typedefs.
 - use TypeCode enums, human readable  ostream << operator.

rubygen - fixed error in generation of exceptions for bad codes.
