TST: Add back durations flag for DEBUG builds.

The flag should work with newer versions of Python.

- Use Ubuntu 20.04 to get Python 3.8 debug.
- Don't install libgfortran3, not needed, not available.
- Whitespace cleanup in action.yml and build_test.yml.

It seems for virtualenv cannot resolve --python=python3-dbg
passing the full path instead fixes the issue.
