* Expose FIPS funcs for OpenSSL.

* Remove FIPS customization / conditionals.

It seems that the FIPS functions are always defined, regardless of if
the FIPS module is present.

* Do not include FIPS_selftest_check func.

* Libressl does not have FIPS.
