Ran into an issue attempting to publish a release 1.0.0-rc1 to test.pypi.org

I'm not sure if the problem is specific to the test version of PyPI or if it is related to limitations in setuptools_scm.

But to keep things simple I just changed the version to 0.10.0 and updated the CHANGELOG accordingly

Updated release data for 1.0.0-rc1 in preparation for a release candidate
