I can't make out what this PHP test is trying to accomplish. From my point of view, our output is fine. So we skip this test.

No longer skipping all tests from PHP test suite. We skip some because PHP differs from markdown.pl and we match markdown.pl. A few others are skipped because we have to adjust for a few edge cases. Moved test dir back out of markdown lib. We don't need to install the tests in everyones site-packages.
