I had PYTYHONPYCACHEPREFIX=/tmp/pyc in my local shell, which put pyc
files elsewhere.  A few tests care very much about .pyc files, so those
tests failed.  This setting in tox.ini will ensure that .pyc files are
written locally so the tests will pass.

Building newer concurrency libraries causes compile-time errors, and
Python 3.9 seems unhappy with all of them.  I'll need some help from
those projects to update these.

-j seems to introduce non-determinism:

With -j4, we'd have occasional (1 in 20?) failures on CI.

People don't use .egg much anymore, distutils is showing deprecation
warnings, and coverage.py only deals with them the same way it deals
with .zip files, so let's just rely on a .zip test to cover that.

auditwheel only installs on Python 3.  So only install it where we need
it, and clean up other .pip files along the way.
