Move over to using oslo.utils [reflection, uuidutils]

The reflection module is now part of oslo.utils so we should
remove our local version and use that version instead; this
also goes for the uuidutils module which is now part of
oslo.utils as well so we no longer need our local version
copied from the incubator...

Note that one reflection method `find_subclasses` which was to
specific to taskflow is now moved to the misc utility module
instead of its prior home in the reflection module.

Add and use a new simple helper logging module

Add a new logging BLATHER level to easily allow its
usage for messages that are below the normal DEBUG level
such as compilation information and scope lookup info
which can be very verbose in logs if always enabled.

Document more function/class/method params

To help fill out the docs start adding on docstrings
that document what a parameter is and what its meaning
and usage is to help users better understand the parameter.

Upgrade hacking version and fix some of the issues

Update hacking to the new requirements version and
fix about half of the new reported issues. The other
hacking issues are for now ignored until fixed by
adjusting our tox.ini file.

This commit fixes the following new hacking errors:

H405 - multi line docstring summary not separated
       with an empty line
E265 - block comment should start with '# '
F402 - import 'endpoint' from line 21 shadowed by
       loop variable

Rename to atom from task

The variables, exception messages and
other variable namings in the atom file
should reflect atoms, not tasks (which
is a leftover change from when these
were in a different file).

add the ability to inject arguments into tasks at task creation

Similar to the rebind functionality that lets you rename parameters
from those in the store, inject lets you inject arbitrary key/value
pairs that will be sent to your task at task creation time.  This allows
for flow and flow factories to reuse tasks with differing parameters
without jumping through a lot of hoops.

Expand on what atoms, tasks, and retries
are used for an what there mission is and
explain in more depth (with usage examples)
how retry atoms can be used to resolve failures
that happen.

Adjust the exception hierachy

Group the exceptions into the following groups
  * Storage
  * Jobs
  * Execution
  * Other (wrapped failure here)

This grouping makes it easier to understand where
one type of exception should be used vs using another
type of exception.

Backwards incompatible changes:
  * StorageError -> StorageFailure
  * AlreadyExists -> Duplicate
  * WrappedFailure now inherits from Exception
    and not directly from TaskFlowException since it
    wraps arbitrary other exceptions and is not
    specific to taskflow.

Cleanups:
  * JobNotFound -> NotFound
  * EmptyFlow -> Empty
  * JobAlreadyExists -> AlreadyExists
  * InvariantViolation (X)
  * ConnectionFailure (X)
