Add cli to docs

As part of phase 1, the cli reference should be moved to the local
repositories. "This content will move the project-specific client
documentation trees under doc/source/cli."[1]

I deleted the old reference and auto-generated the cli using the
tool here[2]

Also replaces inline reference guide generation with pbr's feature for
doing the same thing.

Show team and repo badges on README

Add a new command in the readme

We have two new commands are reset-status and the force-delete, but
the existing readme and there is not have this two commands,Look this
readme shows that some out of date, so need to be updated

Update README to work with release tools

The README file needs to have links to the project documentation and bug
tracker in a parsable format in order for some of the release tools
scripts to work (particularly the one that prints the release note
email).
