Explicitly use venv-py2 to run sahara-scenario

This patch is required only on the stable branches, because
master will end up using Python 3 to execute sahara-scenario.
It ensures that sahara-scenario will always be executed using
Python 2 on this branch.

import zuul job settings from project-config

This is a mechanically generated patch to complete step 1 of moving
the zuul job settings out of project-config and into each project
repository.

Because there will be a separate patch on each branch, the branch
specifiers for branch-specific jobs have been removed.

Because this patch is generated by a script, there may be some
cosmetic changes to the layout of the YAML file(s) as the contents are
normalized.

Native Zuul v3 jobs

the saharaclient code by tuning LIBS_FROM_GIT.

Supporting APIv2 in saharaclient meant that there is now some fancier
inheritance going on, so Sphinx :members: now misses a bunch of
user-facing methods. Now, start using :inherited-members: to get what
we want.

Additionally, put the v2 docs under the main reference section instead
of in their own section.

APIv2 support in client

* Support of all APIv2 features carried from APIv1 ("feature parity")
* Minimum amount of docs to pass the gate
* Endpoint manipulation and version discovery handled by keystoneauth
* APIv2 feature: decommision of specific instances (doc change only)
* APIv2 feature: force delete (new method)

Unit tests will arrive in a future patch.
