Looking at the code for the ancient v1 cinder API, we see that this
supported offset-style pagination [1][2][3]. Add this parameter,
simplifying a future patch to standardize pagination across OSC.

   iterators. We can use dict.items instead, as it will return iterators
   in PY3 as well. And dict.items/keys will more readable.

2. In py2, the performance about list should be negligible,
