Fix volume commands with multiple regions

The region_name was not passed into the the client causing volume
commands to fail if there were multiple regions.

This fixes some errors and inconsistencies I found reviewing the
help strings:
* Capitalize help strings
* Add missing space between words (in multi-line strings)
* Improve wording
