Change try..except to assertRaises in UT

Following patch changes the try..except condition for
testing to assertRaises.

The Admin guide uses the wording "Creates a subnet that
has no gateway IP address." when describing the --no-gateway
option, make the help text more in line with that.

Log SHA1 hash of X-Auth-Token value

Remove logging of sensitive information like the
token value from X-Auth-Token. Instead log the sha1
hash of the token value, prefixed with '{SHA1}'.

Remove APIParamsCall decorator

Removes the APIParamsCall decorator around client method, as requesting
a different format is not supported anymore.
