Explicitly use python2.7 for linters and basic jobs

Queens is the last version before the introduction of the new PTI
which switched the basic jobs to python3.
Despite being EM, the pep8 job is failing because it tries to use
python3 (now the default on the OpenDev-provided Zuul instances)
but it is still worth fixing it.

Avoid tox_install.sh for constraints support

We do not need tox_install.sh, pip can handle constraints itself
and install the project correctly. Thus update tox.ini and remove
the now obsolete tools/tox_install.sh file.

This follows https://review.openstack.org/#/c/508061 to remove
tools/tox_install.sh.

Add .stestr.conf configuration

os-testr has moved over to use stestr instead of testr. While this
is usually compaible with existing settings, there is a warning
that is emitted when .stestr.conf is not present. It is usually
able to fall back to parsing the .testr.conf file, but to be more
correct and to prevent future problems we should update the config.

Enable F811, F821

F811 is a little noisy with api_versions.wraps()
decorated methods, but opting to disable it in these
cases seems better than missing problems in the rest
of the code.

Enforce ordering of imports with H306.

For tests, this is mostly done by grouping test
imports after other cinderclient imports.

available. There is no need to continue to keep these settings
