In certain cases, `require('.')` could resolve outside the package
directory. This behavior has been removed.

By removing the message from strictEqual, it will now print out the
actual values of a and b, which will be more helpful in debugging. The
old message has been added as a comment above the test.

The original commit was landed without running CITGM. Unfortunately
this change breaks the module `d` which has over 500k downloads a day.

It is worth mentioning that the compatibility hack can be removed
without breaking anything.

We should definitely revisit for the next Semver-Major but shipping
this today will cause non trivial ecosystem breakages.

This removes the compatibilty code that was in place to allow an unintended
interaction between `require('.')` and `NODE_PATH`. The compatibility code and
the accompanying deprecation warning has been in place since 2015-04-17.

Adds a new `../common/fixtures' module to begin normalizing
`test/fixtures` use. Our test code is a bit inconsistent with
regards to use of the fixtures directory. Some code uses
`path.join()`, some code uses string concats, some other
code uses template strings, etc. In mnay cases, significant
duplication of code is seen when accessing fixture files, etc.

This updates many (but by no means all) of the tests in the
test suite to use the new consistent API. There are still
many more to update, which would make an excelent Code-n-Learn
exercise.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.

test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.
