Include the current working directory in the error
message for a failing `process.chdir()` since that is
usually information relevant for debugging.

This is semver-major because it moves properties
of the error message object.

Enable running tests inside workers by passing `--worker`
to `tools/test.py`. A number of tests are marked as skipped,
or have been slightly altered to fit the different environment.

Rename test-fs-chdir-errormessage.js to
test-process.chdir-errormessage.js. The test is for process.chdir().
There is no fs.chdir().
