Improve how we could cancel pipelines:

Improve how we could cancel pipelines:

* Introduce `HasStatus.cancelable` which we might be able to cancel
* Cancel and check upon `cancelable`
* Also cancel on `CommitStatus` rather than just `Ci::Build`
