Enables frozen for the following:

* lib/*.rb
* lib/banzai/**/*.rb
* lib/bitbucket/**/*.rb
* lib/constraints/**/*.rb
* lib/container_registry/**/*.rb
* lib/declarative_policy/**/*.rb

Partially addresses #47424.
