Add Container Registry API

This includes a set of APIs to manipulate container registry.
This includes also an ability to delete tags based on requested
criteria, like keep-last-n, matching-name, older-than.

Enable more frozen string in lib/**/*.rb

* lib/bitbucket/**/*.rb
* lib/constraints/**/*.rb

Disable existing offenses for the CodeReuse cops

This whitelists all existing offenses for the various CodeReuse cops, of
which most are triggered by the CodeReuse/ActiveRecord cop.

Setup Faraday middleware before adapter

Properly handle container registry redirects to fix metadata stored on a S3 backend

make fetching an S3 blob fail quietly.
