Enables frozen for the following:

* lib/*.rb
* lib/banzai/**/*.rb
* lib/bitbucket/**/*.rb
* lib/constraints/**/*.rb
* lib/container_registry/**/*.rb
* lib/declarative_policy/**/*.rb

Partially addresses #47424.

Setup Faraday middleware before adapter

This eliminate the warnings:

WARNING: Unexpected middleware set after the adapter. This won't be supported from Faraday 1.0.

Properly handle container registry redirects to fix metadata stored on a S3 backend
