Correct the spacing of unordered markdown lists
in docs, to maintain standards of documentation.

Documentation was lacking for the [data-qa-selector]
method of defining methods vs .qa-selector method.

A "bad" example was given, however no solution was provided
for fixing the bad example

Removing extra blank lines in docs that serve
no purpose, as well as some --- lines that also
are not needed.

Remove unneeded trailing whitespace in lines in
/development /ci /api and /administration docs.

Updating redirected links in the development, install, policy
raketasks and university dirs. Should now link to final
URL to avoid redirect hops

Also fixes instances in Markdown that broke the rule.

Change assorted absolute links to ce and ee docs
to relative links
