Enable even more frozen string in app/controllers

Enables frozen string for some vestigial files as
well as the following:

* app/controllers/projects/**/*.rb
* app/controllers/sherlock/**/*.rb
* app/controllers/snippets/**/*.rb
* app/controllers/users/**/*.rb

Partially addresses #47424.

Disable existing offenses for the CodeReuse cops

Remove explicit audit event log in MembershipActions

Also, note that there was a double audit event log for access request
destruction.

Bugfix: User can't change the access level of an access requester

The endpoint was returning 404 because it was only searching on the
current members of a Group or Project and not the access requesters.
