Resolve "Admin/Overview/Users mobile view"

## What does this MR do?

Fixes mobile layout issues on `/admin/users` page.

* Fixes control element placement when long usernames or email addresses overflow their container
* Fixes condensed dropdown menu (issue caused by acde2e30)
