When enabling `ignore_duplicates` on performing a
`Gitlab::Database.bulk_insert` we use postgresql's ON CONFLICT feature
to ignore the uniqueness violation.

For mysql we use `INSERT IGNORE` to achieve the same thing.

Deleting a user would fail in the system hooks if the user had
`nil` column in `datetime` or `updated_at` fields.
