The goal of this transformation is to 1) discover functions which are always invoked with some arguments with the same known constant values and modify the functions so that the subsequent optimizations can take advantage of the knowledge, and 2) partial specialization - create specialized versions of functions transformed in this way if some parameters are known constants only in certain contexts but the estimated tradeoff between speedup and cost size is deemed good.
