_PyPreConfig_Read() now calls _PyPreCmdline_SetArgv() at each
iteration, so bytes strings are decoded from the new encoding.

Add --with-experimental-isolated-subinterpreters build option to
configure: better isolate subinterpreters, experimental build mode.

When used, force the usage of the libc malloc() memory allocator,
since pymalloc relies on the unique global interpreter lock (GIL).

Remove unused imports in files:

* initconfig.c
* main.c
* preconfig.h
* pylifecycle.c
* python.c
* pythonrun.c

pycore_pystate.h no longer includes pycore_interp.h:
it's now included explicitly in files accessing PyInterpreterState.

For now, we'll rely on the fact that the config structures aren't covered by the stable ABI.

We may revisit this in the future if we further explore the idea of offering a stable embedding API.

Fix warnings options priority: PyConfig.warnoptions has the highest
priority, as stated in the PEP 587.

* Document options order in PyConfig.warnoptions documentation.
* Make PyWideStringList_INIT macro private: replace "Py" prefix
  with "_Py".
* test_embed: add test_init_warnoptions().
