   revalidation by marking the resource as stale.  Unless IgnoreCacheControl
   is set ofcourse.

  (cache_url_handler): Remove Cache-Control/Pragma no-cache check and
   accompagnying comment.

  (cache_save_filter): Move FIXME comment to the correct location.
