Do not force --tempdir setting into environment in runcmd
If a caller wants --tempdir to be set for a command, they should add it
themselves. runcmd should not force this, because it breaks things for
callers who don't want it, e.g., those who run command in a staging
area (where the designated temporary directory does not exist).
