Subject: OpenStack: Split nova into control and compute

This adds NOVA_ENABLE_{CONTROLLER,COMPUTE}. Both are enabled by deafult,
but if CONTROLLER is enabled but COMPUTE isn't, then the conductor
service is enabled.
