Subject: strata/devtools.morph: Upgrade to Git 2.8.0-rc2

This stratum is included in systems like Trove, upgrading Git here is
needed too.

This commit completes 23f354034df7c6d2652bca285047d29f5abef560, which
only upgrades 'git-minimal' in strata/core.morph
